    市人防办公室为正县级行政单位，下设人事秘书、工程、指挥宣传、财务收费4个科和人防工程
建设开发服务中心(科级事业单位)。行政编制14人，事业编制14人。1996年，全市人防工作按照省防办
和市委、市政府的部署，认真贯彻“长期准备、重点建设、平战结合”的人防建设方针，加大工作力
度，增强服务意识，各项工作得到较大发展，促进了人防建设与城市建设、经济建设的协调发展。
