    各级民政部门加强了制度和网络建设，狠抓了目标责任制，严格办案程序，热情、耐心接待来信
来访对象。年内共受理来信来访5760起，其中接待来访5001人次，处结率达到98．8％。各级还把控制
和化解集体上访、越级上访作为重点来抓，发现苗头及时汇报，把矛盾解决在萌芽状态，受到市政府
的表彰。
