    广泛组织开展下岗职工培训，全市累计培训8000余人次，有力地促进了再就业工作。推行了职业
技能鉴定和职业资格证书制度，鉴定考核2万余人次。全市共培训各类人员9.5万人次，评聘技师259
人，组织开展了5个单项的技术比赛。巩固了技工教育工作，1999年录取新生3000名，毕业生就业率
达到80%以上。
