    1999年，移动通信部门在全市发展代销网点118处，形成了覆盖全市的服务网络，并与农业银行、
工商银行签订了代收话费协议，开通了300多个农行和工行移动电话代理收费点，实现了全市城乡联
网收费。开通了中国移动通信独有的1860服务热线和1861话费自动查询热线，为客户提供业务咨询、
客户建议、修改密码、客户投诉、话费查询、话费传真、客户求助等服务。还开办了1258/1259中文短
消息服务等新业务，拓展了移动电话服务功能。
