    1999年，全市粮食平均库存高达68万吨。全市各级粮食部门逐级落实了保粮责任制，制定了百分
考核奖惩办法，开展了争创“规范化储粮单位”活动，并适时组织了三次粮油安全普查和重点抽查，
全年没有发生储粮责任事故， 四无粮仓达到100％。  同时还集并国家储备粮2.88万吨， 轮换储备粮
3.22万吨。保质保量地完成了临沂、莒南、沂南中央直属粮库建设，并已全部投入使用。各县区还多
渠道筹集资金427万元， 新建、维修仓房总容量20.1万吨，改善了储粮条件，扩大了储粮能力。
