    全市各级粮食部门把扭亏增盈作为事关粮食流通体制改革成败的大事来抓，切实加强对扭亏增盈
工作的组织领导，层层签订了扭亏增盈目标责任书，逐级落实责任制。1999年，全市粮食系统实现销
售收入8.24亿元，比上年增长8.5%；费用支出17021万元，同比节支17619万元，减幅为54%；盈亏相抵
净亏损732万元，同比减亏25807万元。其中收储企业扭亏为盈，实现利润86万元，附营企业亏损818万
元，同比大幅度减亏。市粮食局被评为“全省粮食系统扭亏增盈先进单位”。
