    市政府以临政发［1999］118号文件印发了《临沂市渔业管理办法》。市水产局、财政局、物价
局联合出台了《临沂市渔业资源增殖保护费征收使用暂行办法》。临沂市作为全省淡水渔业环保试点
市，率先成立了临沂市渔业环境保护委员会。在政策、组织上采取的一系列措施，使临沂渔政管理工
作逐步迈向规范化的轨道。
