    建国后，国家根据经济建设的需要，发行人民胜利折实公债，规定公债的募集和还本付息以实物（粮食、棉布等）折算的方法。1956～1958年，银行代理国家连续三年发行“国家经济建设公债”，年息4厘，分八年还本付息。
    1982年起，银行代理国家发行“中华人民共和国国库券”，发行对象为国营企业、集体企业、党政机关、团体和事业单位的干部职工，农村富裕户适当认购，一次抽签分批偿还本金。1985年，全市发行国库券总额为461.8万元。
