    县以下的行政区划，唐、宋时始有记载，称乡、里。宋《太平环宇记》载：“聊城县，旧十二乡，今三乡。”宋熙宁时期（1068～1077年），改乡、里为都、保。元丰时期（1078～1085年），废都、保而复乡、里。《元丰九域志》载：“聊城县四乡、四镇。”乡名无记载，4镇为兴利镇、广平镇、王馆镇、沙镇。
