    清代，县衙署设工房管河道、水利、城工、桥梁等。1928年（民国17年），县设建设科管理水利。
    1940年春，聊城县建立抗日民主政府，设实业科兼管水利。8月聊城县改为“筑先县”，设建设科兼管水利。1949年7月，筑先县复为聊城县，仍由建设科管理水利。建国后，县人民政府增设交通科，兼管水利。1952年设农林科兼管水利。1955年又改由建设科兼管水利。
    1956～1985年一直由水利局专管水利工作。
