    1966年，开展群众办报，面向工农兵，稿件迅速增长，但报刊、电台采用率很低。1970年，地、县（市）报道组有计划地对通讯报道员进行业务培训和指导，新闻单位定期下达报道提纲，稿件质量迅速提高。1971年，全区向上级新闻单位发稿30813篇，采用923篇，专业性的稿件也逐渐增多。1978年，农村经济体制改革，为农村通讯报道工作开创了先决条件，稿件向短小精悍、形式多样化发展。
