    1900年（清光绪二十六年），德州设城防局。1902年（清光绪二十八年），改设巡警局。1900年，本区所属各县义和团兴起，清政府为镇压义和团运动。由常驻县衙的千总（武官）所带骑兵5人，步兵10人，增至骑、步兵各一个营。
