    1951年，中国保险公司德州专区中心支公司原则上不能核定赔款，为争取迅速理赔，公司有权处理500元以下赔款。1951年赔款52.9万元，1952年赔款25.2万元，1953年赔款37.9万元，1954年赔款2.78万元， 1955年赔款1.14万元，1958年，赔款增加到28.9万元。年底理赔业务停止。
    1980年，理赔业务恢复，权限不断改变。1985年中心支公司理赔权限在20万元以下。
