    1979年以前，本区没有外汇使用权。自1979年开始，国家扩大了外汇使用权，实行创汇留成的办法。本区所使用的外汇，主要有各种地方留成外汇、地方短期贷款外汇和侨汇。从1979～1985年，地区留成外汇共计645.8万美元。其中用于发展工业的233.2万美元，用于发展农业的125万美元，用于其他方面46.6万美元，结存241万美元。
