    较早的是德州市塑料厂，始建于1964年，主要生产食品袋、化肥袋、提兜等工艺简单的塑料制品。70年代中期，禹城塑料厂建立，生产农用地膜。平原皮革厂转产塑料编织袋。与此同时，乐陵、宁津也先后建立了塑料厂。到1985年，全区已有10个塑料厂，生产各种中空容器、农用地膜、管材管件、包装材料（食品袋、化肥袋、编织带、打包带）彩带印刷、日常生活塑料制品等10多类、上百个花色品种的塑料产品。
