    1986年，中国人民银行决定，允许各专业银行业务交叉，批准专业银行总行及其
分支行开办外汇业务。至1991年，境内只有中国银行滨州分行一家金融机构办理外汇
业务。至2000年底，全区有43家地、县级金融机构开办外汇业务，形成多家金融机构
共同经营外汇业务的金融体系。  各类外汇存款余额3806万美元，各类外汇贷款余额
8903万美元，  个人居民外汇储蓄存款达1720万美元，综合业务量在全省处于中等偏
上水平。
