    1984年4月4日，中国银行惠民分行首先开办境内的外汇存款。1992～1993年，地
区工商银行、农业银行、建设银行先后成立国际业务部，开办外汇存款业务。在各银
行开办的外汇存款中，有个人外汇存款、单位外汇存款、外商投资企业存款、存入保
证金。个人和单位外汇存款又分活期和定期两种。个人外汇存款有美元、日元、港币
等。至2000年底，全区外汇存款余额3806万美元。
