    清光绪三十二年（1906年），博兴知县王炽昌将锦秋书院改为官立高等小学堂。
次年， 乡坤王西洲（字彤一）举办学堂性质的博昌公学。民国4年（1915年）改为县
立第二高等小学校，民国17年（1928年）并入县立第一小学。
    小学堂分为初等和高等，初等小学堂招收7岁以上的儿童入学，学制5年。课目设
置为：修身、读经讲经、中国文学、算术、历史、地理、格致、体操。每星期授课不
得超过30小时。高等小学堂教授课目有修身、读经讲经、中国文学、算术、中国历史、
中国地理、格致、图画、体操，每星期授课36小时。学堂教育在教学方法上采用注入
式。
