人。 1987年10月加入中国共产党，1984年7月参加工作，大学学历。1984年起，先后
任北镇中学教师，行署办综合科秘书、综合科副科级秘书、行署办政工科副科长、科
长。1996年任中共博兴县委常委、县委办公室主任。
