    1936年10月，国民党山东省政府在惠民县设立第五行政督察专员公署。1938年建
立第五区保安司令部，刘景良任专员兼保安司令。
    1938年，国民党山东省政府流亡于惠民县，设鲁北行署，何思源任主任兼保安第
四师师长。1944年刘景良死后，国民党保安第六旅旅长张子良接任第五行政督察区保
安司令，司令部移驻阳信城。
