    1944年1月，清河区与冀鲁边区合并成立渤海区。1946年11月，渤海区国民参议
会在惠民县城召开第一次参议会议员大会，选举李植庭任议长，刘冠甲、周砚波任副
议长；选举李人凤任渤海区行政公署主任，并选出行政委员21名。其中，李人凤、景
晓村、张耀增、刘孟、杨仲宣、刘冠甲、李震、刘春圃、董清岚、于勋忱、张铭吉、
王连芳、兰竹坡、陈诚斋、毕绍亭、李又生、董山光、马千里等18人为正式委员；王
宜之、刘文青、陈梅川三人为候补委员。
