    清末至民国时期，预防、保健事业无专门管理机构，虽有种痘等预防措施，但系
民间自发，且用土方土法，传染病、地方病时常蔓延成灾，危及人民群众健康。建国
后，预防、保健管理机构逐步建立健全，方法措施逐步正规化、科学化，人民群众的
卫生习惯和健康状况不断增强，有些传染病和地方病已经消灭或控制。
