    清末至民国时期，境内房屋、土地多属私有，可以自由买卖，无专门机构和人员
管理。建国后，特别是1956年后，土地归国家和集体所有，不准自由买卖。国家建设
征用土地，或集体、私人建设用地，均按程序审批。地面上的房屋等建筑物只限于确
权发证。属私有者个人有权处理，但不得将建筑物下的土地作为私有财产买卖。
