    1860年（清咸丰十年），县衙当局为防捻军，纠集乡绅"共议练团结寨，以自保卫》
始建民团。1913年（民国2年） ，乡议事会改称民团。1917年，民国县政府始组建地方
部队。抗日战争爆发后，中共莱芜县委广泛组织地方人民抗日武装。同时，国民党地
方势力、伪军及会道门相互勾结，发展各自的地方武装。建国后，地方武装主要是民
兵组织。
