    1958年5月， 莱芜县备战指挥部成立，办事机构设在兵役局。1964年，中共莱芜
县委、莱芜县人民委员会成立防空办公室，县委书记朱振海兼任主任，副书记曹学亮、
县长宋登云、人武部长步占峰兼任副主任。1969年11月，莱芜县革命委员会成立备战
工作领导小组。1971年2月，成立人民防空领导小组并独立设置办公室。1984年5月，
人民防空领导小组改称人民防空委员会，下设办公室。
