    民选即由人民群众选举，并无法定的参选人、范围、方法的限制。1945年，从基
层选举工农代表，以20户至30户为一基层选区，先酝酿指定候选人，然后进行选举，
可以投票亦可举手表决。莱芜历更上的议会、参事会代表以及议长、议员的产生，历
届各界人民代表会议代表的产生等均用此法，直到1987年。
