是，根据当事人的申请，依法证明法律行为有法律意义的文书和事实的真实性、合法
性，以保护公共财产、保护公民身份上财产上的权利和合法利益。历年办理公证业务
量, 1981年10件，1982年278件，1983年215件，1984年1745件，1985年4625件，1986
年4215件，1987年4404件。
