　　1996年，全市各级财政部门以促进两个根本性转变为中心，继续深化财税体制改革，强化财政职能，财源建设、预算管理、预算外资金管理、国有资产管理、财务监督管理等各项工作都取得了较好成绩。全市地方财政收入共完成45269万元，比上年增长35.74％；实现财政支出65906万元，增长31.58％。实现了当年财政收支平衡，并略有结余的目标，跨入第十个财政平衡年，受到了省委、省政府的表彰奖励。
