    日照沿海地区，地势平坦低洼，形成诸多涝洼湖地，屡遭海潮侵袭，使淡水咸化，逐渐形成了大面积盐碱地。建国前，人们虽进行了长期的改造，但缺乏全局性和综合性治理，收效甚微。建国后，开展了大规模群众性综合治理运动，全市46.56万亩湖洼涝地和3.9万亩盐碱耕地，建成了旱涝保收高产稳产田。
