     1-12月份，全市新批外资项目15个，同比下降42%，合同外资19560万美元，同比上升16.69%，到账外资57849万美元，同比上升0.95%。实际到账外资主要来自续建大项目，威亚发动机、森博浆纸、宝华新材料、泰森食品等大项目到账外资4.99亿美元，占全部到账外资的86.3%。实际到账外资来源地主要以新加坡、韩国为主，到账外资分别占全部的64.9%、24.6%。全市实际到账外资主要是靠制造业利用外资来实现。
