    各级高度重视慈善事业发展，市委、市政府出台《关于进一步加快慈善事业发展的意见》，12月20日市委、市政府召开日照慈善大会，并开展了“慈心一日捐”活动。全市各级慈善组织募集善款3787.9万元，开展慈善救助支出2652万元，救助困难群众5.2万余人。慈善专项基金达2.9亿元。
