1976年前，信访工作由市委、市政府办公室负责。1976年7月，市委办公室设立信访办公室。1984年3月更名为中共威海市委信访科。1980年11月，市政府办公室设立信访科。1987年6月，更名为威海市环翠区政府办公室信访科。1988年3月，中共环翠区委信访科与环翠区政府信访科合并，成立环翠区信访办公室，以区委办公室管理为主。1996年11月，更名为环翠区信访局，仍以中共环翠区委办公室管理为主。  
1988年，根据省委文件，各镇设1名副乡级专职信访干部，并设立专门的信访接待室。
