       1992年10月，设立经区管委办公室政策法规科。1993年5月，撤销政策法规科，设立政策法制处，为副县级事业单位，隶属经区管委会，由管委办公室代管。1994年12月，设立法规调研科。1998年6月，政策法制处由隶属管委会变更为隶属管委办公室。2004年9月，重新变更为隶属管委会。2007年10月，政策法制处更名为法制局，撤销法规调研科，同时设立综合科和正科级事业单位行政服务中心管理办公室。2010年1月，设立法规科。
