    境内的收费监理工作始于1981年，由县环境保护办公室具体负责。排污费征收对
象为16个县属工业企业， 征收范围主要是工业废水和烟尘。1982年2月，国务院颁布
《征收排污费暂行办法》 。1986年3月，山东省政府发布《山东省征收排污费实施办
法》 ，收费制度正式建立。1986年9月，县征收排污费监理站正式成立。是年，与缴
费单位签订了《征收排污费结算协议书》，开征面逐步扩大到乡镇、村及个体工业企
业。1981-1995年累计收费2383.9万元。
