    根据中共中央、国务院《关于进一步活跃农村经济的十项政策》，从1985年起，
除个别品种外，国家不再向农民下达农产品统购派购任务，按照不同情况，由粮食部
门与生产单位签订定购合同，按合同定购和市场收购。定购的粮食按“倒三七”比例
计价，即其中三成按统购价计价，七成按议价收购。定购以外的粮食可以自由上市，
如市场价格低于统购价，粮食部门按统购价敞开收购，以保护农民利益。
