    1946年8月， 国民政府司法部在青岛成立山东威海地方法院，委任杨绳祖为院
长。下设书记官5人，录事8人，执达员3人，庭丁1人，公丁3人。1947年10月13日，
派录事、 执达员、书记官3人，随国民党军来威海。先驻合庆村，后驻威海警察局
内。 1948年1月，撤到刘公岛。3月30日，随国民党军撤到烟台。9月26日，撤回青
岛。1949年6月，青岛解放时解体。
