    建国前，土地自由买卖。建国后，征用土地工作由县(市)民政局负责。1983年
3月，改由市农牧局负责，各办事处设1名土地管理员。
    对土地买卖的批准权严格遵照中央人民政府和省政府有关规定执行。1958年批
准权为1000亩；1959～1964年7月为300亩；1964年8月～1977年12月为10亩；1977
～1982年8月为5亩；1982年9月～1984年为3亩。超过限额者，报省府批准。对征用
的土地，由用地单位出具申请和用途说明，报请市(县)政府批准。
