    民国初期，各县多设有“普济堂”、“养济堂”、“育婴堂”等慈善设施。泰
安城东关设有孤贫院，后称泰山教养院，收养孤儿和残疾人员。1929年，泰安“普
济堂”改为“瞎子堂”，收养盲人儿童42名。1934年红字会泰安分会成立，设有
医疗室、粥厂等，经费多靠向绅、商、宗教团体募捐。日军入侵后，此类组织多因
战乱停办。
    建国后，人民政府接收改造孤贫院、“普济堂”等旧慈善团体，成立社会福利
院、儿童福利院、敬老院、福利生产厂(组)和盲聋哑学校等。
