    1925年10月，山东督办张宗昌设泰安道公署，杨凤玉任道尹兼警备司令。1926
年，许瀛洲继任。道公署设内务科负责全道警务。警务工作受省警务处业务领导，
在道尹领导监督下职掌辖区内的治安、卫生、消防等事宜。依据当局制定的《暂行
新刑律》、《违警罚法》、《惩治盗匪法》、《治安警察条例》等，为军阀统治服
务。1928年4月，国民党北伐军抵鲁，区内北洋军阀政权垮台。
