    1981年始发行国库券，主要对象是国营企业、集体所有制企业、地方政府和机
关团体、部队、农村社队等。1982年，分为单位和城乡个人两部分。单位购买部分
年息4厘， 个人购买部分年息8厘。期限10年。从第6年开始抽签还本付息，每年还
本20％， 分5年还清。1981～1984年，全区累计发行5495万元，其中单位购买1971
万元，个人购买3524万元。
