    1950～1958年，先后发行人民胜利折实公债和建设公债。
    人民胜利折实公债1950年分两期发行，主要发行对象为城市工商业者、城市工
人、职员、公教人员、自由职业者，国外华侨自愿购买。债券分别有1分、10分、
100分、500分4种。每分所含实物为：大米(天津为小米)3公斤，面粉0.75公斤，白
细布1.33米，煤炭8公斤。以6大城市批发价加权平均法计算，年息5厘，1951年起
抽签还本付息，分5年5次偿还。第1年还10％，第2年还15％，第3年还20％，第4年
还25％，第5年还30％。
    经济建设公债“一五”期间为保证国家156项重点工程建设，1954年始发行经
济建设公债，至1958年共发行5期。主要发行对象是职工、城市居民、农民、私营
工商业者和公私合营企业的私方人员，年息4厘。1954年发行的公债为8年期。1955
～1958年共发行773万元，均为10年期。1955～1970年共还本付息774万元。
