    1997年1月1日，《中华人民共和国拍卖法》施行；2005年1月1日，《拍卖管理办法》实施。1997—2010年，济宁市有山东天恒星拍卖有限公司、济宁筑意拍卖有限公司等14家拍卖企业。2010年，全市拍卖业成交额34.04亿元，成交场次482次，佣金额2773.28万元，纳税额（增值税金）277.8万元，从业人员125人，其中拍卖师23人。
    2005年4月1日，《典当管理办法》施行。2005—2010年，全市有济宁市观音典当有限公司、济宁市通用典当有限公司2家典当企业。2010年，全市典当企业实收资本2.55亿元，业务799笔，典当总额2518.29万元，上缴税金304.86万元，从业人员150人。
