    1991年后，济宁市农业对施用高浓度磷肥需求量增加，磷肥企业购进高含量磷矿石原料困难，运输紧张，所产磷肥浓度低，产品结构不合理，其产量逐年减少。至2000年底，兖州、邹城、金乡、梁山、微山、泗水磷肥厂陆续停产，仅剩济宁煤化公司硫酸厂有少量磷肥生产。2002年生产普通过磷酸钙1.69万吨（折五氧化二磷100%）。磷肥企业由于原料短缺、产品档次低等因素制约，截至2003年底，行业内列为统计范围的企业无磷肥生产厂家。
