    坚持市政府办公室领导值班接访制度，发挥市政府办公室、市信访局、市机关事务局、市公安局四部门联动机制，采取“提前预警、主动协调、快速疏导、依法处置”的工作方法，督促协调解决上访群众反映的合理诉求。全年妥善协调处理群众到市政府机关办公区上访事件1300余起2600余人次，有效维护信访秩序，确保办公区平稳有序。
