    将市级保留的236项行政许可事项，除上级部门委托行使的9项外，其余227项全部下放至各县（市、区）同权办理，市县同权比例达到96%。在2017年行政审批事项承诺办理时限比法定时限压缩50%的基础上，2018年又压缩50%，行政审批事项承诺办理时限比法定时限压缩至少75%，市级平均办理时限由上年的9.3天缩短至4.6天，平均时限位于全省前列。
