    推进农业保险，减少人民群众因灾致贫。2017年，全市承保种植业农户198万多户，承担风险保障29.76亿元；养殖业承保9790户，承担风险保障8.52亿元；经济林承保1412户，承担风险保障3.64亿元。同时围绕农产品价格开展大蒜价格指数、马铃薯价格指数保险，全市3.6万多户参保，承担风险保障5.19亿元。做好大病保险。2017年，全市有716万多人、117家医疗机构参保，承担风险保障3.53万亿元。创新发展民生保险，兜住贫困群众生产生活风险底线。通过开展高危人员意外险、安全生产责任险、治安保险、建筑工程险、建筑工人团体意外险及公众责任险等业务，促进民生保障。
