    出台加快农业转移人口市民化若干财政政策的实施方案，制定支持农业转移人口子女平等接受教育、将农业转移人口纳入就业服务和住房保障体系、完善城乡基本医疗保障和养老保障体系等15项具体政策措施，统筹推进县域基本公共服务均等化。拨付县（市、区）各类转移支付资金161亿元，相当于县域财政收入的50.9%。有关县（市、区）被列入国家首批现代农业产业园项目试点县、全国首批农业大灾保险试点县、国家畜禽粪污资源化利用重点县、省级“乡村连片治理”试点县。
