    充分发挥军政共同领导体制优势，推进市委、市政府把方向、谋大事、解难题主体作用的落实和军分区提要求、定标准主导作用的履行。召开全市人民防空会议。会上市政府与各县（市、区）政府签订责任状。以市委、市政府、济宁军分区名义出台《关于加强人民防空工作深入推进人民防空改革发展的实施意见》，成为指导全市“十三五”时期人防建设的纲领性文件。
