    加大对上政策、资金争取力度，争取到位上级各类转移支付159亿元，占全市一般公共预算支出的29%。争取地方政府债券291亿元，总量居全省前列。强化预算约束和源头管控，积极推进公务用车改革，规范差旅费管理以及津贴补贴发放，连续三年在预算编制阶段确保“三公”经费只减不增，2016年市本级“三公”经费预算较上年压减20.1%。
