    落实耕地保护责任，全面开展耕地质量等别调查评价与监测工作，探索建立非农建设占用耕地表土剥离制度，完善市、县、乡三级耕地目标考核机制，形成横到边、纵到底的耕地保护体系。完成城市周边永久基本农田划定工作，全市共落实面积50万公顷，在全省第一批次通过省级审查。大力实施土地开发复垦整理，完成土地整治项目40个、投资1.5亿元、规模5666.7公顷、新增耕地773.3公顷，实施高标准基本农田建设项目10个、投资3.13亿元，建成高标准农田4.97万公顷，超额完成省下达任务。
